The stock market was set to open lower this morning, as investors continued to grapple with uncertainty on several fronts. Today, the FDA is slated to discuss whether it will issue emergency use authorization for Pfizer’s vaccine, a meeting that comes the day after record virus deaths in the U.S. There were 3,124 fatalities yesterday alone.

Also, today, the Senate will vote on legislation to extend government funding as lawmakers scramble for spending and virus stimulus bills (more on that, below). The stakes are incredibly high, because if nothing is passed by Saturday, the government will be forced to shut down.

Meanwhile, Facebook is facing an antitrust lawsuit.

Is a government shutdown on the way?

In an effort to avoid a government shutdown, the House voted 343-67 to fund the government for one more week, through December 18. Senate Majority Leader Mitch McConnell already suggested that he wants to approve the legislation before the Saturday deadline. The Senate may vote on it today.

The extension comes as lawmakers continue their attempts at a compromise when it comes to a virus relief package. They are also determining how they will allocate the $1.4 trillion that makes up their spending bill. They need to finalize the bill, which will finance the government until September 30, by Saturday, in order for the government to stay up and running.

Meanwhile, on the virus stimulus front, Senate Minority Leader Chuck Schumer and House Speaker Nancy Pelosi recently rejected a $916 billion deal submitted by Treasury Secretary Steven Mnuchin.

This is who got the first vaccine

Pfizer’s virus vaccine is officially being administered outside of clinical trials, as the U.K. begins its distribution to older adults (80 years and above), and those who work in healthcare.

Margaret Keenan is 90 years old, and a grandmother. She is also the first person to be inoculated against the virus beyond a research setting.

For now, inoculations are happening at 50 hospitals in the U.K., but the vaccine will ultimately be more widely available.

In the U.K., there are more than 1.7 million people who are infected with the virus, and there have been over 61,000 deaths.

“It’s just incredible actually,” said chief pharmacist of Croydon Health Services. “Obviously I can’t hold them in my hands because they are minus 70 degrees, but to know that they are here and we are amongst the first in the country to actually receive the vaccine and therefore the first in the world is just amazing. I am so proud.”

This is the 'worst event this country will face'

As over 2,000 Americans lose their lives to the virus each day, the coordinator of the White House response warned what these staggering numbers mean for this country.

“This is not just the worst public health event. This is the worst event that this country will face, not just from a public health side,” Deborah Birx said.

Hospitals are becoming overburdened, and Nebraska Medicine Health System’s CEO James Linder went so far as to say that, “some [hospitals] may have broken.”

Birx implored Americans to be more cautious ahead of the holidays:

“We cannot go into the holiday season, Christmas, Hanukkah, Kwanza, with the same kind of attitude, that those gatherings don’t apply to me. They apply to everybody.”

Imagine if you could get paid $1,500 to receive a virus vaccine. One $380 billion proposal seeks to make that a reality.

“We have to create, in my judgment, an incentive for people to really accelerate their thinking about taking the vaccine,” said John Delaney, the entrepreneur behind the idea. “If you’re still afraid of the vaccine and don’t want to take it, that’s your right. You won’t participate in this program. But guess what? You’re going to benefit anyhow, because we’ll get the country to herd immunity faster, which benefits you. So I think everyone wins.”

However, not everyone is as enthusiastic about the idea.

“It’s always nice to be able to kill two birds with one stone, but in this case I think the two birds are flying off in different directions,” said Urban-Brookings Tax Policy Center Senior Fellow Howard Gleckman. “It’s going to be really hard to make it work.”

What to expect in the markets in the week ahead

Investor attention next week will be split between fiscal stimulus and vaccine news.

On the stimulus package front, the forward momentum could carry into next week.

“It probably boils down to how much [Senate Majority Leader] Mitch McConnell is willing to deal, and I don’t know what the answer is to that,” said Mike Schumacher of Wells Fargo. “If it’s going to happen, next week is the week. The government runs out of money on Friday. Congress has to come up with a funding scheme.”

At the same time, investors are keeping their eyes on developments on the vaccine front, as the FDA discusses whether to grant emergency use authorization for the Pfizer solution on Thursday.

“They’re starting to roll it out in the U.K., and that’s something that’s going to be watched here to see how it unfolds. That’s the next issue for the market,” said Prudential Financial strategist Quincy Krosby.

The Dow Jones Industrial Average was on track for over 100 points in gains this morning as investors awaited the November employment report the government will release today. The data is expected to reflect about 440,000 new jobs added last month as well as an unemployment rate of 6.7% (more on that, below).

Meanwhile, Senate Majority Leader Mitch McConnell and House Speaker Nancy Pelosi are resuming discussions about a stimulus relief package, and McConnell is hopeful a compromise can be reached before year’s end.

There was a snag on the vaccine front after supply issues forced Pfizer to re-evaluate how many vaccine doses it can actually distribute this year. That number is down to 50 million, versus the initial 100 million, they anticipated delivering.

And as the virus cases continue to skyrocket, with over 200,000 new cases yesterday alone, California has announced stay-at-home rules for certain regions.

This is why the pace of jobs slowed way down

The government’s look at November employment was due out today at 8:30 a.m., and analysts anticipated slower growth in jobs and a decreased unemployment rate when compared to October.

Unemployment would fall to 6.7% from its October rate of 6.9%, and the jobs added would tally only 440,000, after October’s 638,000.

However, today’s report could be the last bit of good news on the job front for a while. The December report will likely reflect less hiring for the holidays than usual.

“Our growth forecast for the first quarter is zero,” said Bank of America economist Michael Gapen. “There’s short term pain in front of us. We don’t think it will extend much past the first quarter if all the news on the timelines for the vaccine are correct. By the end of the first quarter, things will be looking much better.”

This morning the Labor Department shared the latest jobless claims report. Economists had anticipated the number to come in around 780,000. The new data comes just before the November look at employment, released tomorrow.

And yesterday’s data on jobs added to the private sector for November was a lot lower than anticipated.

Though Senate Majority Leader Mitch McConnell shot down the $908 billion virus relief package, House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer are standing behind it.

The continued stalemate comes as the U.S. tallies over 100,000 in hospitals nationwide (more on that, below), and the CDC director said the virus could take 450,000 lives by February.

This is a new, grim milestone in the pandemic

Though there has been consistent, positive news on the vaccine front, the number of virus infections has continued to surge, and now the U.S. has hit a new, grim milestone.

There are more than 100,000 Americans in the hospital with the virus, according to data compiled by journalists at The Atlantic.

“I don’t think we’ve ever seen this number,” said the chief health care officer for the association of American Medical Colleges. “We certainly never saw this number with HIV or any of the other new diseases that we’ve had. It’s an astonishing, astonishing number and the shame of it is it’s a number that we could have impacted and we didn’t.”

This is who gets the vaccine first

After the virus vaccines are cleared by the Food and Drug Administration, people who work in the health-care field, or live in long-term care facilities, will be the first to be inoculated. A CDC panel voted 13-1 yesterday about the order of distribution that would prioritize these 21 million employees and 3 million residents.

According to vaccine chief Moncef Slaoui, everyone in the U.S. will receive the vaccine by June of next year, and the entire world population could receive it by the middle of 2022.

“This guidance will be extremely helpful because it will be science-based, and also will give us the framework to be able to ensure that our guidelines are consistent with what is recommended by support staff,” said a spokesperson for the Alabama Department of Public Health.

The latest on the Moderna vaccine

This week on Capitol Hill, Federal Reserve Chairman Jerome Powell and Treasury Secretary Steven Mnuchin will be addressing the CARES Act initiatives, which are set to expire by year’s end.

“These programs serve as a backstop to key credit markets and have helped restore the flow of credit from private lenders through normal channels,” Powell’s prepared testimony shows. “We have deployed these lending powers to an unprecedented extent.”

Meanwhile, Mnuchin believes that the money that has been set aside for the Fed is better suited elsewhere.

“Based on recent economic data, I continue to believe that a targeted fiscal package is the most appropriate federal response. I strongly encourage Congress to use the $455 billion in unused funds from the CARES Act to pass an additional bill with bipartisan support.”

When the Dow Jones Industrial Average closes today, it will likely conclude a month of record gains not seen since January 1987. Even as the index is set to open lower this morning, it is still up almost 13% for November.

This morning IHS Markit shares increased 7% after the biggest deal of 2020 was announced. Moderna also saw its shares soar in premarket trading today–up 12% after additional data about the vaccine’s effectiveness was released. The company will seek emergency authorization from the FDA today.

Also, the Trump administration could blacklist the Chinese companies SMIC and Cnooc.

And Biden is slated to expand his economics team with an announcement tomorrow. Meanwhile, Dr. Deborah Birx, who coordinates the virus response for the White House, is hopeful she will brief Biden today.

The latest on the Moderna vaccine

In as little as a few weeks, the first Americans to get the vaccine may receive their first dose. Moderna, which released additional data confirming that its vaccine is over 94% effective, said today that it is requesting emergency authorization from the FDA.

This news comes as the worldwide death toll for the virus has reached 1.45 million people.

Next month the FDA is slated to discuss the vaccine in a meeting.

By year’s end, there will be enough of the vaccine to protect about 20 million people, according to Alex Azar, who is the Health and Human Services Secretary.
